Set aside to rise about 45 minutes. Put rice in a small bowl and pour boiling water. Allow to stand for about 10 minutes, then drain and grind. Set aside. Preheat 1 tablespoon oil in a frying pan over medium heat. Add the onions; Fry, stirring, until it becomes soft and transparent. Reduce the heat, add salt. Fry the onion until dark brown for 5 to 10 minutes. Add cumin, fennel, figs and remove from heat. Preheat the oven to 450 degrees Fahrenheit (220 degrees C). Roll out the dough for pizza. Put on a lightly oiled frying pan or baking paper. Lightly oil with olive oil. Lay rice with onion on the cake. Put pieces of goat cheese.
